This will return your framerate to normal. Its a bit annoying that Forza Horizon 5 is the only game that has this issue, but its better than playing the DLC at 30 FPS. 14

Then I tried switching between Fullscreen and windows mode, and the title screen is back to normal. But then when I enter the actual game it drops to 3 or 4 fps, and if I view it from the multitask window or hold alt+tab it looks fine there.
